We are seeking an experienced Proposal Manager with a background in heavy highway, civil, and/or commercial construction to support business development and estimating initiatives. This role oversees the full proposal lifecycle—RFQ/RFP search, strategy, development, and delivery—along with related marketing materials to drive successful project pursuits.

Key Responsibilities
• Identify and evaluate RFQ/RFP opportunities in the heavy highway/civil construction market.
• Lead and manage proposal development from initial strategy through final delivery, ensuring compliance with client requirements.
• Develop and customize SOQs, proposals, interview materials, and presentations, incorporating graphics and project data.
• Partner with technical teams and leadership to capture strategies, highlight strengths, and position the firm for success.
• Organize and lead pursuit planning, storyboarding, and interview preparation sessions.
• Maintain proposal templates, resumes, project profiles, and databases to streamline submissions.
• Support corporate marketing efforts, including awards submissions, trade shows, and digital content updates.
Qualifications
• 8+ years’ experience managing proposals in heavy highway/civil construction (contractor or engineering firm experience required).
• Strong knowledge of DOT, municipal, and public works procurement processes.
• Proven ability to lead pursuit teams and deliver winning proposals under tight deadlines.
• Bachelor’s degree in Marketing, Communications, Journalism, or related field preferred.
• Proficiency in Microsoft Office and Adobe Creative Suite (InDesign, Photoshop, Illustrator).
• Excellent writing, editing, and communication skills with technical and creative versatility.
