Reports to the System Manager of Emergency Preparedness and Response. Works collaboratively with various stakeholders both internally as well as throughout YNHHS, Yale University, and local, state, and federal agencies. Under the direction of the manager, collaborates and or leads activities related to the overall management and coordination of emergency preparedness. Facilitates projects that improve preparedness. Provides education and orientation to support stakeholders to identify needs. Serves as a primary resource to an assigned delivery network but functions as part of a system team to provide support throughout the system as needed. All activities are conducted in a collaborative manner with manager and stakeholders across the organization to assure alignment with the mission, vision, values and strategic goals of the organization.

Responsibilities:
  • 1. Provide assistance in the planning and implementation of program evaluation, Create timelines for drills and assure all after action reports are filed in a timely manner.
  • 2. Provide instruction and training on a routine basis for evacuation equipment, hazmat and high impact pathogen PPE and other education program.
    • 2.1 Maintains online inventory management system.
  • 3. Coordinate operational response (to include facilitation of HICS calls) for assigned delivery network as well as serve as back-up throughout system as assigned.
    • 3.1 For HICS calls, EP Specialist will assure that an SBAR is available and complete roll call and designated event template. EP Specialist will facilitate call and assure that participants adhere to stablished process.
  • 4. Coordinates the development of After-Action Reports for assigned DN and as requested by manager.
  • 5. Supports the manager in the development and execution of plans, procedures, and guidelines to address the disaster recovery cycle elements when responding to actual events. This includes the development of emergency management and business continuity plans as well as the facility hazard vulnerability analysis.
  • 6. Collaborates with the manager to identify opportunities to standardize plans, procedures, guidelines, and processes across the system.
  • 7. Develop and present routine performance and progress reports for assigned DN and various committees as requested (i.e., DN EM meeting, EMSSC, etc.). Utilizes appropriate template for agendas and other documents as established.
  • 8. Collaborates with internal and external stakeholders for a variety of initiatives and as a meeting participant as assigned by system manager.
    • 8.1 Rounds on unit individually or with EOC team to provide awareness and education related to emergency preparedness.
  • 9. Review and maintain all plans as specified (i.e., annual, etc.). Assure that compliance with established timelines are met.
  • 10. Provides education as assigned.
Qualifications:

EDUCATION

Bachelors degree in Emergency Management or related field.

EXPERIENCE

A minimum of one year experience in emergency management field. Must possess a knowledge of healthcare and emergency preparedness. Demonstrated ability to develop and maintain working relationships with hospitals, healthcare organizations, governmental and non -governmental agencies as a local, state, and national level.

LICENSURE

Certification at all levels (100, 200, 300, 700, 800) of the National Incident Management System and FEMA Incident Command Center within 1 year of hire.

Must be able to work in a diverse and dynamic environment with a variety of stakeholders. Effective communication, administration, and personnel management skills. Demonstrated ability to set and implement priorities ,manage tasks and programs and evaluate performance. Must be detail -oriented, efficient, and possess superior verbal and written communication skills as well as superior interpersonal skills. Ability to handle multiple high -profile projects in a fast-paced environment and meet deadlines. Ability to work in a team environment and demonstrate flexibility, self-motivation, and adaptability. Proficient in MS Office.

PHYSICAL DEMAND

Works in the administrative office as well as warehouse environments. Required to travel to off -site locations, local area hospitals, and ambulatory sites. Must be able to work flexible hours depending upon program or schedules to include evenings and weekends. May at times be required to work long or irregular hours especially during an event. Requires walking, sitting, standing, and lifting heavy equipment and operations of computers and other technology. Responsible for working in a safe manner. Must be able to lift a minimum of 20lbs to shoulder height. Must be able to push/pull 75lbs. Intact sense of sights and hearing. Must be able to drive various vehicles in numerous situations and for various time periods.
