Job Description

Scope of Services Background

The Florida Planning, Accounting, and Ledger Management (PALM) Project is a multiyear initiative to modernize the State of Florida's financial systems. This includes replacing the existing FLAIR system with a modern financial management solution. The targeted go-live date is July 1, 2026 .

Problem Statement

To support the Florida PALM implementation, modifications are required to align FDOT's computing assets. These adjustments are crucial for ensuring business continuity. The selected candidate will:

  • Analyze and document Chart of Accounts impacts.

  • Evaluate and support affected business processes.

  • Review and assist in re-engineering budget management systems influenced by PALM's standardized processes.

  • Work on interface redevelopment as needed.

The candidate will operate as part of the PALM remediation team, working with multiple business units to gather requirements, conduct system analysis, develop test plans, and support QA activities.

Education
  • Bachelor's or Master's degree in Business Administration, Communication, Information Systems , or a related field is required.

  • Equivalent work experience may substitute for educational qualifications.

Experience Requirements
  1. Minimum 5 years of Business Process and Systems Analysis experience.

  2. Proficiency in process mapping/modeling (e.g., Visio).

  3. Skilled in Microsoft Office Suite (Excel, Word, PowerPoint).

  4. Proficient in SQL Queries and Data Analysis .

  5. Experience with Microsoft DevOps is highly desired.

  6. Technical experience in IBM Mainframe , Distributed , or Cloud environments is highly desired.

  7. Knowledge of Florida Administrative Code Rules 60GG-1 - 60GG-5 is a plus.

  8. Understanding of data migration , change/release management , and quality assurance techniques is beneficial.

  9. Experience in Agile environments and use of Azure DevOps for backlog management is preferred.

Primary Job Duties / Tasks
  • Analyze and document FDOT's business processes and systems.

  • Diagram dependencies between business and system processes.

  • Evaluate PALM's impact on agency systems.

  • Facilitate joint analysis sessions with business units.

  • Gather technical and business requirements as user stories in Azure DevOps .

  • Manage and prioritize the product backlog .

  • Collaborate with development and QA teams.

  • Develop and manage test plans and test cases .

  • Coordinate testing efforts and conduct quality assurance.

  • Review deliverables for compliance with standards.

Job-Specific Knowledge, Skills, and Abilities (KSAs) Required Skills
  • Business Analysis : Proficient in research, process modeling, and tools like Word, PowerPoint, Excel, Visio. CBAP or CSM certification is a plus.

  • System Analysis & Design : Competent in system modeling methodologies.

  • Facilitation : Strong ability to lead workshops and meetings.

  • Technical Acumen : Solid understanding of IT infrastructure and development practices.

  • Project Management : Familiar with Rule 60GG-1 and PMBOK principles.
